Federation Avatar Compatability Test Patch

This mod attempts to fix some bugs with the Federation when building with both avatars.

Say you are Mayson, but you capture a Risner constructor (or vise-versa).  Previously, you could only build Mayson (or Risner) ships that required chassis research and you couldn't research the other avatar's chassis.  If you researched with Mayson, you couldn't research with Risner or build her ships and vise-versa.  This fixes that issue.

I'll set up an assault map so we can test this effectively.
