AI Buildlist Fix

This file is intended for singleplayer use only as im assuming it will change the current version of your game. This buildlist will have the computer build a starbase at the begining before it starts its list wich is the same one that it uses later on in the list. Thus allowing them to rebuild.  Overlap the other AIPs for intended use.

Sounds like a slightly different approach to my fix, which changed the Constructors instead.

Yep i noticed your fix when i was going to post mine, but i figured whats the harm in giving an alternativeto it. As you know modder work is wasted when its not shared
