Based on the models and the way everything is made up my guess would be 3ds max 5.0 I think this was asked before but I don't think it was ever answered I'm more interested in the file management system they use for balancing and the way I understand it updating odfs and tooltips at the same time.

from the looks of it, 3ds max for the basic models. the textures and details seem to be in photoshop, and then bump mapped onto the models.

Autodesk offers relatively cheap student licenses if you study something that has to do with grafics stuff. A full upgrade license will get you all new versions of Autodesk products, but yea, thats quite expensive. However you can often get older license quite cheap from people working in the industry once they switched to a newer one.

In 2009 TrueSpace 7.6 was released for free after Caligari acquisition by Microsoft. Later, the Caligari website has been stopped and the download links were gone. Since a community of developers is still adding plugins to expand the possibilities of the original core, we want to keep the most advanced versions, including an updated selection of compatible plugins, in a ready-to-use installation.
