Unity problem

I'm having a problem with the Unity Starbase.  I set it to build both Federation & Klingon Starbase units (AI Avatar only), but for them to only appear when the race is in control (like capture Mixed-Tech Yards). It works, except every supply button is visible instead of one.

Anyone know how to fix that? The supply section of the build list is unchanged,except for being moved up the list.

you will have to also adjust the buildbuttonavailabilities, which control how the buttons are displayed

The builditemX or availability = X part? The builditemX half is already changed to match the new list place.
