Shield Damage to Hull Damage Questions

How would I get a weapon to deal only a portion of its damage to the hull or shields?  Say something like 85% to the shields and 15% to the hull?  And what would the probability of the damage that gets through the shields doing damage to a subsystem?  Or does it only do damage to the hull?

I'm not a modder, but you can do some of what you want by using the "drainer" function.  It does damage over time to the hull if you tell it to.  A good example of a ship that splits its damage is the Luspet, whose torpedoes do  damage over time to the hull, and whose beam still hits the shields.  You could simulate one weapon doing this by having only one visible weapon, with two actual weapons doing what the luspet does.  I'm not sure how you would do damage to the subsystems, but I know that's possible somehow.
