It's a weapon command, so it goes in your weapon file :) That's why it's in the weapon commands section :)

I'm not sure what you mean exactly - hitchance is a base weapon command like validtargets, thus it is useable by all child weapon classlabels. However, some weapons ignore hitchance (as stated on the respective header of the page). :)

Meaning if i have

Hitchance = 0.91
"fgalaxyr.odf" 0.95

And then
Validtargets = 0
"fgalaxy.odf" 1

I can do that right?

All in the same weapon odf?

Yup, that's correct, assuming the weapon obeys hitchance.

okay...good..and theoretically the weapon will not fire on certain targets but the other weapon will.. will it simply not fire? or just miss 100% of the time?

now im just trying to decide how i want to progress..what damage should be applied.. should the damage to the hull be less because its penetrating shields to do so? And should there be more damage done to the larger ships? or to the smaller ships?

Whilst it's difficult to accurately debate physics regarding weapons and technology that do not (and may never) exist, i'd go with the following;

If it effectively negates shielding, it will probably do more damage to hull than it otherwise would. The shields in most cases would at least resist and reduce the incoming force; if they are being bypassed the thing will just slam into the basically unprotected hull.

Unless there is some weird physics reason why it should be inverse (graviton weapons are always good for that counter-intuitive dynamic), smaller ships should take more damage as there is less surface area for the force to be spread out over.

It is however entirely up to you :) That's just how I would rationalise it in my head personally.
