I don't know nothing about a Cardassian mod for Fleet Ops. But, I found some links with Cardassian ships and stations. So, you can create your own mod for Fleet Ops:

On A2Files.com, there is a Full Race Cardassian Mod and an Exspansion Mod for it that I think can easily be adapted for FleetOps for those that actually want a Cardassian Race in their game of FleetOps:

There is clearly a lot of interest in a Fleet Ops compatible Cardassian race mod. Is anyone interested in collaborating to create such a mod or alternatively creating an additional race mod for Fleet Ops to be used in the map editor?
