I think I have the basics down but earlier. I was trying to give the fed/klingon and both mayson and risner defiant class cloaking and change the fed/romulan defiant to supreme cloak. I'm assuming there's more to it than just copying and pasting the fed/romulan weapon6 = "fed_cloak" line into the other defiant odf's so what am i not doing right?

there's another line underneath it that goes weaponhardpoints6 = "root"
and you need it to work. I think thats all you need

that did work now i just have to edit Every defiant odf and theres a lot of them... and need to find what the Supreme cloak is called....

new problem I am trying to give the Galaxy and the Sovie cloaking ability when they reach the 2 gold bars ranking but its not working.

what exactly isn't working? does it not show up or doesn't do anything when you press it? As much info as possible is always appreciated when asking for help 
I haven't tested putting Cloak on a Galaxy or Sovereign but I have tested adding it to the first available ship, the Sabre. I simply copied weapon and weaponhardpoints lines for the cloak from the Klingon B'rel, added as weapon4 on the 4 variations of the Sabre and added the lines maxspecialenergy = 30 specialenergyrate = 2.0 as the Sabre doesn't have them. The Galaxy does not have the special energy lines either, so make sure to add them to the Galaxy or the Cloak is useless.
The Galaxy and Sovereign both have 2 variations so make sure to add the cloak to both, so you would need to add [weapon7 = "Kli_Cloak"] and [weaponhardpoints7 = "root"] to "fed_galaxyr5.odf" and "fed_galaxyMr5.odf". It would be a good idea to add the cloak to the veteran level as well, or the ship will loose ability to cloak when you ascend them to veteran (unless you want it like that), so add the same lines to "fed_galaxyr6.odf" and "fed_galaxyMr6.odf", and change the weapon numbers to from 7 to 6 on the veterans for good measure

The Sovereign has special energy lines already, so that shouldn't be a problem, just add the lines [weapon6 = "Kli_Cloak"] and [weaponhardpoints6 = "root"] to "fed_sovereignr5.odf" and "fed_sovereignYr5.odf, then to the veterans "fed_sovereignr6.odf" and "fed_sovereignYr6.odf", changing the weapon number on the veterans from 6 to 5 for good measure
Hopefully after doing this you will have a Cloaking device equivalent to the Klingon B'rel on both the Galaxy and Sovereign after they reach 2 gold bars and Veteran.

You could upload the odf as an attachment, and then people like Vorsath will be able to pinpoint what your trouble is exactly.

aye i know about the lines as I've gave the all versions of the defiant cloaking and its worked fine thats why I'm puzzled that its not working on the sovie and Galaxy

Well for one you've got the Tavara Cloak as "weapon10" ... you might try Weapon7 as 6 is the last one used.
Also, notice the other lines in the ODF that each special weapon uses.

These are the positions on the actual model showing the icon for each ability, weapon, and special. This isn't crucial I guess.

I had to modify. I misunderstood your question.
You've set the cloak to weaponslot 10. Try 7.

Well, to make sure, I added the tavara cloak to a rank 5 and 6 sovie and tested. While the weapon is set to 10 the ability doesn't appear, but as 7 it works just fine, so as boggz says, that is most likely your problem

The Tavara has more abilities than the Sovvie or Galaxy
. It's likely number 10 on the Tavara, but things need to be be in line on the other ships
.
