A couple of quick questions:

1. Can you have more than 1 mod active at the same time?
2. If yes, will using the entire sprite/tooltip file cause overwrites?
3. Can you put a brief description on a mod?

1 - No.
3 - Use the "Description=" command in the info.ini file.  Do not use quotation marks.

From what has been said:

1) Yes, definitely. The devs said that mods can be dependant on other mods, so obviously more than one can be active.
2) I think you have to set a load order or something. Either way, one will overwrite the other unless you're using the #include function.
3) They did put something up about being able to set icons and stuff in the .ini for the mod. Maybe in the guide?

You can chain mods together, but you cannot have more than one mod active at a time.

In simple terms that's true, but if you've got two mods that do completely separate things, chain them together, then they ARE both active.

Ok, 'Description' didn't work for a description; adding it just makes my mods list as Out of Date... the 'Galaxy Quantums' was made in 3.2.4 and didn't say that until the description was added.

What is the AssetVersion set to?  I found that you should set it to 3230.  There's a bug with the 3.2.4 patch that doesn't update the target AssetVersion to 3240.

Please update the target AssetVersion when you release a patch.

How do you 'chain' a few mods, exactly? And if I had Dynamic_Localized_Strings in a mod, but deleted everything in it except the #include code and my tooltips, would it redirect to the regular version of the file?

ParentMod allows you to chain :)

The dynamic localized strings to my knowledge cannot make use of the include parameter
