i added a wepon to a ship but the tooltips have not changed the Offensive Value
why is this?

The Offensive value and tooltips are text and symbols in the Dynamic_Localized_Strings file, you have to change them manually.

look in the modding section of the guide.  the part about tooltips.  hopefully it will explain it better.
