Disappearing Tooltip

Can anyone tell me how come tooltips do not appear? I seem to be having this problem repeated. I make sure the reference is properly spelled, all caps in the odf like usual, and not mixing up my underscores with dashes. I try everything, but it seems like a hit and miss.

Can someone please help? I don't have this problem with anyone else's ships, just mine! I don't know what to do!
