This mod was just an idea for the developers originally to help with a slight imbalance between the resources and the collective connections.  So that generally, if you have enough collective connections, you should always have enough resources to build the vessels.  And to make the Borg more like they were in the shows.  Having to outsmart them in some way because of a limited supply of weapons that would be able to destroy them (assuming that they actually worked).

Oh, I looked at the offensive values of the torpedo and phaser turrets, and two phaser turrets can actually do more damage than one torpedo turret for fewer resources.  Except for the amount of space that the turrets take up.

EDIT:  By the way, I won't do a 1v1.  It takes too many 1v1 games to get to the point where I'd be a threat.  I'd rather do a race.  And, there's no option where I can build up good defenses without getting my base destroyed first.  I prefer the defensive strategy over the offensive strategy, but that's not possible in fleet-ops.

The extra resources make the Borg a lot more powerful.  Just because they have more collective connections doesn't mean they should automatically get mores resources to use them.

Making the Borg more powerful and have to be outsmarted doesn't work at all online, because there the non-Borg players don't have the option to randomly rescue a drone, look at some technology, and then knock out the entire Borg force in the quadrant.  If you make one race more powerful, the other races will suffer for it (in a multiplayer game).

The phaser turret (Mayson specifically) is bugged.  It does a lot more damage than it should.
