Beam Turret Into Position

For the Tereanan Construction ship, I want it to be able to beam a fully-functional and upgraded turret in place in exactly 7 seconds using all of it's special energy.  The turret would be beamed into a random location and could not be beamed back.  How would I accomplish this?

And please, no comments about that feature being overpowered.  You may get a free turret, but in the time that the construction ship can build two turrets is the time it takes to recover the special energy required to beam the already assembled turret into space.  The ship doesn't even have enough space aboard to hold the turret, so it's put together while it's still in the transporter buffer.

By 'exactly 7 seconds' do you mean taking 7 seconds to construct, or 7 seconds being there?

I'd recommend looking at the BortaS' special ability, as it does essentially the same thing :)

Looks like the '7 seconds to construct' to me, how it's worded. Maybe using the transport sprite instead of worker-bees when building the conventional way is possible?

Powering up all of the replicators at the exact same time to construct the components for the turrets, and having the transporter take the components and assemble them inside the buffer, then drop the turrets into a random location in one piece will take seven seconds.

By conventional means, a transporter will beam each piece into a specified location, while a welding beam, emitted by the constructor, will secure the components of the station.  By this faster means, the transporter builds the turret while it's still in the pattern buffer and beams it in space already completed.

Yes that's the explanation for the ability, but it's got very little to do with the ingame implementation.  The code will probably be a combination of the BortaS ion storm and the borg resource node drop.  Between those two you should have all the options you need to create this ability.
