Section 31 isn't planned as an avatar of its own, they're not a proper organization like the Tal Shiar or the extinct Obsidion Order.

also giving any non capped production ship that is larger than a light destroyer the ability to pass asteroids would make some maps unplayable.
to add to what tyler said section 31 doesnt have fleets of its own. it doesnt operate like that. the obsidian order werent supposed to have their own ships, they got them illegally. the obsidian order doesnt exist any more.
the talshiar had very few ships, in TNG they asked the military for ships to use. thats why i dont think the talshiar will become an avatar, the current two avatars are already associated with the talshiar.
risner is currently rumoured to be tied to section 31. mayson is starfleet turtle division engineering.

Ya Section 31 is kind of like The StoneMaysons. They're supposedly everywhere and looking out do special interests, but they are also very secretive and not formally recognized.

Sec 31 would be a weak rommie-avatar if taken by feds. A little cloaking but no real good ship. Also, fleetops will play some years past the dominion war - I dont think sec 31 is a wise choise as a third avatar for the feds.
Think of it:
Mayson is good for the small-ship yards and Risner is good for the big ones. The first question is: What should the third avatar do? The feds dont have a real dreadnought right now, so maybe an avatar that wont use warp-ins but another special station? What pros and cons should that ava have in relation to the other two? Thats not a simple task to create.

The Feds should never have cloaking. Especially not in a fleet setting. And I don't think a new Fed avatar would completely redo the tech tree (with so many completely new ships).

Yes, the Romulans would never allow the treaty to be disregarded so casually. A small concession, like the Mixed-Tech one, is more believable than an entire avatar.

I really like the idea of a section 31 avatar, could have a ship that has the phase cloak from the next generation episode as its extra ship.
Dont think giving all ships cloak is good haha quite the opposite actually.

Doesn't Risner have S31 ties? I think the devs have decided against an S31 avatar, partly because S31 is supposed to be unofficial so it wouldn't make sense. Starfleet Intelligence is a possibility, though.
In my opinion phase cloaking wouldn't add much to the game. It's cool, but it would make many maps much worse (as asteroids are there to serve as barriers). The Federation especially already has warp-ins. If anything the Romulans would have more reason to get it, because they can actually officially research it and deploy it to the field without violating their laws and morals.
