Is there a reason why no ships can go to warp on the game

Welcome to the forum.
Warp has been taken out to give more realism to the game. This is the opinion of the makers of the mod and we´ll have to accept it or put it back on our own ;-)

Warp was disabled cause it destroys many strategic features which a good real time strategy game should have.
