yep once a vessel that costs Credits is destroyed the credits are free again for reassignment. Only exception are the Borg Collective Features, as they are permanent upgrades and therefore cant be destroyed. Credit costs of vessels and stations might be reduced due to avatar bonuses or similar abilities (Federation Warp-In vessels cost less credits once they reached an officer rank)
