How are starship values calculated for offensive, defensive, and system value?

They are not calculated, they are the basic attributes of a vessel :)

Then if you change the values in the unit odf, you are in fact increasing those values? How would changing those values be reflected? An increase in phaser power, photons, special weapon, shields?

They ship's abilities change, but the values show the same numbers ingame if you change the odf, the values are symbols in the 'Dynamic_Localized_Strings' file. Aside from determining a ships odds of beating an enemy, do they have any real use?

yep, the attributes are not a coded element, the odfs are managed by a FleetOps development tool. You would have to change the values yourself in the tooltip

This is what I found in that file. I chose the Galaxy as an example. What do I need to do if I want to have my changes appear in the tool tip?

thats an ascii offset to make the numbers colored
