The prometheus is just a placeholder model you cant build it in game. however if you want you can enter the map editor by press ctrl-e ingame. it should be under federation uncommon stuff.
you can put it in your yard by adding it to the techtree, the yard build list, and giving it a build button. Scene it is already in the game it isn't that hard.
