Galaxy Warp-In?

What was the real-life reasoning behind making the Galaxy a Warp-In? I remember a post a while ago implying it was a compromise or something...

Same question about the Nebula.

Some people really wanted them in, but the Devs didn't think they would be in a production any more. And they thought it was probably too important a ship to leave out completely.

warp-in is for ships which are no longer produced or which are just built in low numbers In the FO universe, both the Nebula and the Galaxy production programs were discontinued in favor of smaller, more agile ships to face the new threats of a new century
