Fast Tracking Computers

There is something about the Fast Tracking Computers passive I've been curious about for a while; why does it affect damage?

The name and description sounds more like an accuracy passive.

You could always make the assumption that because they are fast tracking they are able to do increased damage to vulnerable systems

Well, at close range you have to be able to make extremely fast corrections. The faster you can make corrections, the better your accuracy is in close range, and therefore against short range vessels.

Does that agree with it sounding accuracy or damage passive?
