My two cents: As great as the design is, it's by and large a very old design (IE: dates back to the first movie, so we could assume based on it's size that it predated the movie by a bit of tine at least).
Also, it would be older than the Excelsior class by at least a few years.
While the station was seen as late as some TNG episodes (albiet it was MUCH larger due people forgetting to deal with scale issues).

It may be a standard design, but it is an OLD design, with almost every ship it's no longer in service, and it'd make sense that a new design would be used for new starbases.

Why? It does the job it's meant for, so they have no reason to swap to anything else. If they build more full-size Starbases, they'll just build it with new tech inside and skip the pointless 'change the outside look' part.

Stations probably have a much longer design life, anyway.

Actually I think the current outpost type of starbase makes plenty of sense. The monster mushroom starbases are only intended for major locations i.e. Earth. and probably aren't built outside of star systems. Nor are they used as ship yards (as far as we know); only docks where major repairs can be conducted if necessary. So it doesn't have much purpose in FO where the conflicts are (supposedly) in more remote locales.

In game I don't think most games would last long enough for such a starbase to come into play. It might have a place in a base conqure or base defend type of mode though.

i agree with it not being buildable in most games. the borg are incredibly advanced tech wise, but can only just manage the cube, and thats rare.

it should be a map object imo.
