pretty much, what other units have specials that are so extremely powerful that arent timed, that the norway can really help a lot?

actually now you mention it this could be devestating in conjunction with ion storm. use the norway to quick recharge the bortas after ion storm then the bortas can go do it again.

the same could apply to the dread's hull polarisation spw, i forget whether that is timed or not.

Both the Dread hull polarization and Ion Storm require two times the energy. Norway also is not dirt cheap, not fast to build, and isn't area of effect with its energy transfer unlike the C-11.

norway gives 60 energy, i think the C-11 only gives 10, or am i mistaken?

I would bring it up in another thread.  its easy to make the norway's weapon not be able to target certain ships.  just make the HSA ship an invalid target fro all weapons like it.  I"m sure the devs will fix it for the next patch.

Sorry I missed this earlier I used the dark Outpost and dark Starfleet Science images which can be found at the bottom of these two pages

hmmm.... looks quite nice with the page. This is not criticism, but I sometimes find dimmer lit maps nice because it lets you enjoy the beauty of the ships and their majestic windows and engines glowing through the darkness. Maybe I should write a poem on it. Maybe you can mention that.
