Verteron Particle Loads: slow ships, not disable engines

Personal opinion, but the Verteron Particle Loads/Arlterium Disruptor Lens ("engine hooks") are still a tad OP. A vet K'Vort equals kills, and a vet K'Vort is relatively easy to get. The Generix ships don't seem as common at the vet level, though, so possible consideration needed for that. 

So, my suggestion would be to have "engine hooking" specials slow ships down instead of disabling the engines. (with perhaps a low low chance of actually disabling the engines)

i gotta agree with yandon here, slowing down is better, at least they stand a chance then, but an alert klingon player will still keep up with a slow ship and nuke it. definitely less than half speed.

I wouldn't mind the ability extending an already existing disable a few seconds, or maybe mixed-tech K'Vort keeping that effect.
