I think that the Venture Class scout should be able to remodulate the shields to refract sensor readings around the vessel.  This will achieve two things:

1 - Ships and stations will not auto-target the Federation scout so you'll need to manually target it.
2 - The scout will not appear on the minimap and therefore, will be much more difficult to detect because you'll have to find it visually.

This does not cloak the vessel.  It just removes it from the minimap and prevents auto-attacks on the vessel.  This should take 5 special energy to complete the remodulation and special energy does recharge while in use.

EDIT:  This will require a new classlabel.

Don't you think this would make Ventures totally overpowered?

if it was permanent then it would give feds an almost cloaked scout.

personally i think the feds should stick with progressive scan for scouting, its just weak enough to not be as good as a cloaked scout. if this idea came in as a temporary thing, then it would basically be giving the feds a temporary cloak.

Ya know what though, i kinda like this idea, for some sort of stealth ship that the devs had discussed having

This is not a cloaking device!  The vessel is still visible and still targetable.  It just requires a little bit more micro to get to it because the units will not automatically attack it and it doesn't appear on the minimap.

Disable cloack detect and weapons and you have yourself a deal

Oh, and make it cost res.

Maybe it could be a refit, that does disable its cloak detect (not weapons tho, they're pointlessly weak anyways.)

Also, I think a Borg version of this would be cool. The Borg could get something different tho, maybe their scout would only be not autotargeted and not on the minimap while not moving.

Cloak detect and weapons should remain online and cost should not be effected.

Cloak detect should be affected; this thing would be like a pseudo-cloaker than can also detect cloak. It should prevent use of the detection.

Thats why he said its a psuedo cloaker

Why should cloak detect be effected?  All that's being done is remodulating the shield geometry to refract sensor readings.  It's still visible on the screen and still targetable.

If the shield refracts sensors, it cannot get its own readings back through them either; they'd be refrated around it when they return.

Good point.  But couldn't the sensors on the ship using the technology counter itself?

Not without redistributing power from engines, life support, and weapons!
