Upgrade: See into nebula

I would like an upgrade that allows (some?) ships to see into nebulas. (possibly add this to the 2nd tacheyon scan upgrade?)

That would be quite nice - something like an upgraded sensor package for scouts perhaps (to give them even more usefulness late game)? Not sure if it is possible though.

Doesn't the Canaveral's probe work properly in a Nebula? If it does, it could be a Federation-specific thing.
