Two new Federation Passive ablities

I've got two ideas for new passive abilities for the Federation. 1st a 'General Quarters' or 'Battlestations' ability that activates when a ship reaches a certain officer level. I'm thinking pretty low. Basically it reduces the effectiveness of boarding parties because the crew has weapons nearby. Sometimes the captain says 'red alert' but not battlestations. As we saw on Nemesis the crew broke out the compression rifles and you saw them patrolling the corridors that would reduce the effectiveness of any boarding parties.
The second ability I'm thinking goes more in line with a Star Wars vs Star Trek Type deal. I call it 'point defense mode'. In my mind I'm seeing it as assigning a portion of the phasers to point defense duty against fighters but keeping other phasers ready to strike capital ships. I.E. Use ventral phasers for point defense and dorsal for capital ship strikes or have it reduce the strength of regular phasers while it's active. I think you would put it on the smaller ships cause their phasers aren't that strong anyway.
Let me know what you guys think.

I like the former, crews should be prepared. The latter sounds like a special that can be turned on at will rather than a passive (unless it doesn't turn off).

That special about stronger crew sounds nice especially when the new Borg and Klingon would get improved assimilation abilities

Why would the battlestations thing be limited to the Federation? I'd imagine that experienced crews of the other races (well, except Borg) would get better at being prepared for boarding parties.

I wonder if it could be made a global upgrade, like the weapon/shield/speed upgrades? Each race can upgrade their crew strength, perhaps only defensively for Feds or regular ships in general but on troopships it increases boarding strength as well.

perhaps there could be further research for improvements
shields,
engines,
weapons,
crew strength defense/
crew strength assault,
subsystem strength,
hull integrity/armor
instead of 2 upgrades it could be 4 (build a late game advanced station for the 3rd and 4th of each research) it makes tech harassable for longer to keep ahead of your opponent (apposed to just mining being the easiest)
