So as much as I like the Romulan spy ability on the shrike, I wouldn't mind seeing something else as its ability. Keep in mind, that the shrike without special weapons is a nice, strong ship. Having a tier one vessel that is a strong anti short ranged vessel is quite a boon, and on top of that, it can disable the weapons of destroyers for 10 seconds. So when thinking of a special ability that would be combat oriented, but not add so much as to make the shrike overbearing, I thought a special that makes it slightly more durable in large fleet combat would be nice. 
What if it had as its special a replace weapon that put it very low on the priority target list for 20 seconds, so that ships would not automatically target the shrike unless you manually selected the ship for attack. They would attack maybe a rhienn or a leahval first, for example. Basically, when larger fleets clash, the shrike wouldn't be the first to die if you had this activated.
I would call it "Shadow Maneuvers" or "Phase Distortion Generator", as the ship is not as easily seen on enemy sensors, and thus they go after other ships, unless a seasoned tactical officer (you
) saw the shrike and had your fleet attack that instead.
This would be a nice ability that would give the shrike a little survivability in later game fleet engagements, but wouldn't make an already powerful ship invincible if spammed.

Something to make it less of a target would be nice, but I currently prefer it as a Tal Shiar ship.

I can understand, Tyler. I like the spy ability as well.
I'm trying to remember if Optec said it was going to be changed or not. Maybe that was for another vessel. 
But if they do change it, I thought this would be a good replacement.

I wish the spy thing was a passive. I mean who uses it? Wait I just got an idea. What if you used it on klingons that cloak! xD lol or is that cheating?

Hehe, That's what I use it for.
Other than that it's not so hot. Unless you get it ranked and then beam onto a base. That's why I was thinking this would give some nice longevity to the shrike, without making it too powerful.

nice idea and possible at the moment it should be able to be used either as a passive ability (as soon as it has enouf energy and if its in combat it will be used) or a toggle weapon (press button to (de)activate) you would just need to look at the fighters and see what values are used to make them untargetable and low prioity

I concur.
Spies are kind of moot because the Romulans almost always have scouts seeing everything you need to see anyway

I know the Shrike will have something new in 313, but to build on your idea, why not keep thr spy as the special, but have the "Phase Distortion Generator as a passive?
