Yeah, I only know basic programming, and even I could tell you that such a program or file would be overly-complicated, a waste of time, and utterly useless compared to something such as $35 for a copy milkshape, or simply learning how to hex edit.  The only thing it might be good for is to adjust the name of a hardpoint more easily, and or change a texture name, which you could more easily do in a hex editer.  If you want to move a hardpoint based on a 3 dimensional grid, use assimsoft.  And even that is overly complicated.  At some point exact is no longer helpful but a waist of time.
