i would suggest a avatar for section 31 for the federation and a wells as a ship as for an avatar you could have bashear or the guy who came to get him for sec 31
That sounds good. But the doctor as I recall didn't take the job, the S31 guy used a hypospray on him and was never encountered again. I think it'd have to be something else other than the doctor.
