In FleetOps, are you inventing technology when you research, are you re-inventing it, are you downloading it, or are you calibrating existing technology to the given system?

Are you a microcosm of the race as a whole, playing out its modern history and ultimately causing xenocide on your enemies, or are you an outpost battling for local supremacy? If the second, are you totally cut off (a la early Voyager), really far away (DS9), really really far away (a la late Voyager), or just one battle in a much bigger war?

In any case, that would impact the language and perhaps the concepts that evolve in the tech trees.

Yep, that's a tricky question :)
usually i would say you are part of an existing empore, cast away in an uncolonised border system. researching starship chassis does then mean "upgrade my yards and my capacities to handle the next level of ship design" or research tricobalt torpedos does then mean "set up supply routes so i can get tricobalt torpedos, too"
in the campaign (if there will be one) you will often start with a already running base and already some research done.

nice a campaign is an awesome idea...too bad you can't integrate the existing STA2 campaigns into fleet ops..would be cool as hell
