You say it may unbalance the Borg (with the adaption idea) - but surely it would actually be better than it is now - when the Borg often get mobbed by low-tech units (e.g. Sabres, D7s) early on. This way, you would find as the harrassing player that you can't simply spam a certian ship type to overwhelm the initial Borg economy (which, let's be honest - is not the easiest to manage early-game full stop without destroyers nipping at your heels.)

EDIT:

Another thing - it would encourage players to build balanced fleets to counteract this effect. Hence Fed players would actually build a balanced fleet and find out that that is actually the way they're meant to be played.
