I believe that the Dominion and Breen would not really "obey" an interstellar treaties that the Federation have composed with Kl;ingons and Romulans. I think that the Dominion could use unpredicatble weapons like subspace weapons. Here is one idea:
Subspace Shockwave Torpedo:
This will be a artillery or strategic range torpedo that creates a devestating shockwave that can disable engines and has a 20% chance of destablizing the warp core of a ship that is impacted.

Sounds like an interesting one, would make it easier to prevent escape.
One thing I want to say about the treaty though, while they may not always follow them, they might not be interested in using these weapons. They probably know how bad an idea it is to use a weapon you cannot predict.

We could take the unpredictability as a balancing factor. A 35% chance that the weapon could either go much further than its intended radius, or completely fail and collapse on itself. The area damage would damage both allied and enemy ships.

A planned avatar for the Dominion is the Son'a(the guys from Insurrection). They used subspace weapons and would likely have them on their avatar based ships. I personally like this place for such weapons as apposed to having it available to all Dominion avatar.
There was a lot of discussion about the Son'a in the past. One thread was...

The argument over subspace weaponry is quite interesting in and of itself and also highlights how stupid the concept of Starfleet agreeing not to employ or develop cloaking technology is when the races with which they agreed it can. It's hardly a compromise is it?
Yes, subspace weapons are very powerful and unstable so lets all be sensible and agree not to use them right? Even you mister not very well understood Breen.
Lets see, what's really powerful and unpredictable in the real world. Nukes. So we all agreed not to have them. Oh, actually, we all have them so we can say we have them and we'll use ours if you use yours. If we put that into the Trek perspective are you really going to give bloodthirsty warmongers (Klingons) or treacherous backstabbers (Rommies) the okay to use tech that you can't? I don't think so.

You forget that gene roddenburys vission of the future was an hopful idealistc one in which we humans had actualy figured ourselves out. The reason the feds don't use that tech is because it was his original purpose for them to be above such things. Insulting the very ideals that gene used to create trek is not a very good way to get you point across. I aks that you please use some other means.

Some interesting ideas I like them.

100% agree with this, just because someone else has a bad weapon doesnt mean we should to!!! The Federation are a coalition of peace seeking enlightened people!!!!

I remember the Dominion usually either using uncommon, but technically conventional weapons (beams, pulses and torpedoes), or biogenic weapons they have programmed themselves. There was no indication at all they'd go crazy and use subspace-weapons like the Son'a (which are planned as a future avatar, which WOULD make subspace-weapons believable for this avatar only).
However, a truly balanced subspace-weapon (for non-Ciadan!) needs values far away from "almost expectable"
~2% chance for devastating effects to either the user, the target or the whole area.
~15% chance for collapsing

Well... you can predict that it will explode!

I like the sound a torp/probe that creates a subspace tear aftecting engine subsystems. Does this mean the roms will get the Scimitar off nemisis and a big charge up radiation beamy thing?

fed photons are pretty predictable but the plot of a TNG episode was motivated by a torpedo failing to detonate, even when worf tried the emergency remote detonate thingy.
i think it's safe to say that rules of predictability fly out the window at warp speed in trek.

The Tavara is a Scimitar expy pretty much, whether the devs intended it to be or not. The two ships are certainly similar enough (big guns, huge shields, advanced cloak).

I believe the Romulans will never get that Reman Warbird (which is Reman), though I think it might be a map object.

Extracted from the guide:
"The Remans (and the Scimitar) will be on some maps, but not buildable or part of the Romulans, and so will become an NPC faction and part of the campaign. For the fun part of the mod there will be a map object Scimitar that rips your base apart someday, just because we'd like to equip that vessel with some nice bad-ass weapons."
