Naw, I like the idea of every race having a small lightly armed outpost that can make scouts only but not one that can cloak.

i just feel that it whood not make sins giving a cloking devise to the on astashon to eny one elss what whood eny uther race have that the feds have a trety saying that thay are not to have one the borg dont use tham it whood be out of kariter for the kingons and so on...

Well, the outpost isnt gonna move anywehre is it? If you think in Real Star Trek, if Starfleet Intelligence finds out where the cloaked outpost is, they're gonna have like 9 ships right at the Outposts stern and start firing blindly until they get a lucky shot, so yeah, unless you make the outposts move, (which I find totally absurd) I dont think its a real good idea.
