So.. I was reading the Intel center thread, and came to an idea... It's someting that I have found in some other mods, and it makes sense as an idea to me.
What if, for a certain cost, perhaps half the cost of the original station, (so like 770x250 for a second level star base, or higher for the aggressive avatar, lower for the defensive one) you could outfit your other stations with phasers. They wouldn't have to be as powerful as turret or starbase defenses perhaps; but it would add a choice, would you rather build that next heavy cruiser, or would you rather upgrade you base defenses? Or, if that seems like it could create a turtely mess, maybe only outposty type stations like mining facilities could be allowed the upgrades, offering the choice to either use your resources on sending ships to defend it, or giving it some defensive punch itself.
The reason it makes sense is that we know from the show that even the lowest level ships have at least navigational phaser arrays, so why not stations as well?
Perhaps this idea could also be added to the constructor and freighter, the ability to ether build an upgraded miner or constructor, or to refit some of them with simple phasers (not every miner or constructor you build, just a set limited number of them.) I really hate the times I have sent a constructor or freighter out to an outpost, only to have them set upon by one/two ships set to seek/destroy before I could get a defensive group to them, even though that area of space had been clear for the previous five-ten minutes.
It could be race specific as well, for those races like the klings, where the turret costs are already prohibitive, spending 150 d for low level phasers on a mining facility would beat the heck out of just leaving them naked or spending 700+ for a turret emplacement. Would a mighty klingon warrior like the idea of being killed by space debris after all?
anyways, just a thought.

I'd say to look at the guide - however it is down at the moment
. That being said, this has been asked several times in the past, but the answer will be the same: the devs do not want to add weapons to structures, other than defensive structures. Weapon being added to construction/freighters is a faction specific ability, as it does not just take an asteroid deflecting beam to make a weapon. You have to have ECM and ECCM as well as proper targetting systems etc. The Ciadan will probably get defensive emplacements on all structures - but no other faction will. In the end, fleets are designed for combat and defense - not mining stations and research facilities
