well the Federation (like most other races) must build more starbases to get more crew. only the Borg (which need much more crew for there vessels) can a similar building like you mentioned. so i think it would make the Federation to powerful. but we could think of a neutral building called StarFleet Academy, which could have a few specials and get you more crew..
