Speeding up the ship-build-speed ingame

What about it, if you could speed up the ship-build-speed ingame?
Ships will produced fast, but maybe there will be an accident, destroying the ship yard. Or the faster build ships starts with one sub system that is not functional: shields, weapons, or sensors.
the faster you build your ships, the more of them may have some systems to repair after building. If you try to build to fast, it will kill your yard with a chance of 50%.

Increasing the build speed can easily affect balance, so I would be very careful with that. However, I'd find it interesting for a mid/late game choice for the Dominion. Remember the polaron torpedo that didn't explode in DS9.

Hmm, it is already balanced out with costs. Building speed is relevant for early and maybe mid-game, but later on, you need ressources so it might be balanced... It may be valid for dominion and borg - they get their supplies through stations so you spend some of them and build your ship(s) faster for an increase of... lets say 15% of the supply cost of the ships. Toggle this mode on/off and you get it.
Might be nice after a defeat of your fleet and if you have a vast amount of supplies left, that you can re-build it pretty fast (if you have the ressources)
