I remember hearing that the devs are planning for Fleet Ops to, in the future, become more like the show it's based on, i.e. less about war and more about trading and interacting with NPCs. That got me thinking... Civilization is one of my favourite games, and I think some elements of it could be incorporated into Fleet Ops. In Star Trek, the crew of the Enterprise encounter alien civilizations all the time. Right now, planets aren't used for much in Fleet Ops, except as scenery, but what if planets had one of, say, five different alien civilizations (similar to the NPC City-States in Civ V) which would give you a certain benefit if you protected them from attack, or gave them some resource, or whatever. Perhaps the civilization gives the human player a steady supply of one dilithium every three seconds, similar to a moon. Or these NPC civilizations could even "donate" some of their ships to the allied (human) player's fleet.
