Shield Reset Failure Rate

earlier u didnt like the idea of the supply cost at all.

i dont think that increasing the supply cost will balance it with a shorter cooldown.

feds start with a good amount of supply and dont use it that fast during most strats/games. so you could make the descent your first warpin, and get several quick uses of the shield reset. so you would dominate early on. which will define the way the match progresses. even if u run out of supply after several uses, you have probably decimated your enemy by then with the stronger descents.

it would make the descent the offensive option, rather than the defensive option it is now.
