In the Star Trek shows it was common for long range sensors to be able to detect ships, but not determine much about them from far off ranges. I think it would be nice to change sensors so that ships slightly outside the current sensor range wouldn't be seen exactly, but would be visible on the minimap and maybe have a question mark or text or something in their place to show you that a ship is detected there.

This could also apply to ships and nebulas.
For a ship hiding in a sensor-disabling nebula: it could detect there are ships outside in this manner. For a ship outside a Nebula looking in: it could detect ships that are near the edge of the nebula but inside while it is near the edge of the nebula on the outside.

I like this idea, but put them a neutral grey color (like a team 0 ship) instead of a '?' symbol

Hmm.... interesting. btw... I was thinking of posting this. I guess I am not the only one who likes this idea.

Interesting thought. Might be nice for sensor stations (as an upgrade) or scouts - but I don't think I'd want it for mainline ships as that makes it too generic I think :)
