Romulan Miner tweak: movespeed

I just want to throw this small idea out there. Romulan miners are supposed to be easy to raid, because map control is important to Romulans. Romulan turrets are the least flexible and they have the hardest time proxy-yarding their expansions. I know that with the re-addition of mines they will get easier to defend, but there's still one problem:
Romulans have a hard time keeping their distant expansions populated. I know they are supposed to be able to lose their miners and replace them, but when the expansion is far away it can take a very, very long time to do this. So in order to soften the blow a bit, I propose that the Romulan miner's move speed change based on the ore it its cargo hold.
So for example, the current Romulan miner has a speed of 50. I suggest that it be increased to 70, but as the ship fills up with ore its speed decreases, down to 30 or 40 when it is full. This way regular mining will have the same speed and the refinery will need to be about the same distance from the moon, but the miners will gain 2 distinct advantages:
1. It will take less time to deploy new Romulan miners to distant expansions when they are killed.
2. Romulan miners will be able to drop their ore and run when they see an enemy raid coming.
As it currently stands, the Romulans' inability to protect their expansions is becoming a more serious handicap than I think the devs intended. If you think this change would make them overpowered, I want to remind you that they cost almost the same as other races' miners and have about 2/3 as much health.
