So it appears as if neither the Remans or Admiral Sela will appear as avatars unless completely neccesary.  After thinking about it for some time, i've come up with some possible ideas for avatars.  That being said I only really have the characters, the history of these characters, and a very basic gameplay idea.  Aside from that I don’t really have a good idea for these avatars abilities mainly due to the fact that I’m generally new to fleet ops.  I would really appreciate other peoples input and opinions on these ideas.

- Pro Consul Tomalak (Commander Tomalak in TNG)
appearances:
TNG:
"The Enemy"
"The Defector"
"Future Imperfect”
"All Good Things..."

Commander Tomalak was at the frontlines of the Dominion War and witnessed the deaths of many fellow Romulans and comrades in arms. After several succesful campaigns against the Dominion, Commander Tomalak was promoted to General Tomalak.  After personally seeing the deaths of so many of his fellow Romulans in the early stages of the war, Tomalak proposed that their Reman slaves be moved to the frontlines as Cannon Fodder in the heaviest of conflicts.  The idea was quickly passed and the Remans were placed on the frontlines,  saving countless Romulans from death at the hands of the Dominion.

This decision, however, had consequences.  In 2379, the Remans launched a coup against the Romulan State, placing Shinzon as the new Praetor.  Tomalak was fortunate enough to be at the edge of Romulan space during the coup and therefore avoided being assassinated or put to death by the Reman people.  As a result Tomalak openly opposed Shinzon’s rule.  He was however kept away from Romulus due to Shinzon’s supporters and continuous attacks by Reman forces.

Fortunately for Tomalak, Shinzon was killed and his State collapsed.  A new Praetor was quickly put in place and his/her first order of business was to oppress the Remans.  Unfortunately, Romulan forces were still fragmented and would take time to amass a strong fleet to lay siege to the Reman forces.  This would give the Remans too much time in which they could reorganize and launch a renewed attack on Romulus.

Fortunately, Tomalak was waiting in the shadows for his opportunity ever since Shinzon’s death.  As the Remans began to reorganize, Tomalak arrived at Romulus with a powerful fleet behind him.  He went on to quickly overwhelm the Reman forces before they could create a strong resistence.  Thus, the Reman rebellion came to an abrupt end.

Tomalak’s military achievements gave him great respect amongst the Romulan people and most importantly, with the Praetor himself/herself.  The new Praetor was aware that his/her government was still very fragile and that he/she would need a strong hand to uproot any of Shinzon’s sympathizers still in hiding.  Bearing this in mind, the Praetor asked General Tomalak to serve as one of his/her pro consuls.  Tomalak gladly took this as a moment to launch his political career.

Now, Tomalak sits as Pro Consul with a great deal of power and support behind him.  He follows the Praetor’s every wish and order and helps keep the Empire strong.  His personal agenda is unknown.  However, Tomalak is a major supporter of the Ciadan alliance and has taken a great interest in Ciadan technology.

Gameplay: Using his status and connections in the Romulan Star Empire, Tomalak brings the power of the Praetor himself/herself crashing down on his enemies.  He favors power but understands when deceit is necessary with his opponents.

Special units:
Revised Scimitar: Even with his solid opposition to the Reman coup, Tomalak could not help but admit that the Scimitar’s general design had potential in the Romulan military.  After becoming Pro Consul, Tomalak assembled a team of Romulan engineers to revise the Scimitar’s base design.  The idea was to make it far more affordable and more Romulan in design but keep it’s general usefulness.  Due to this, The Thaloron generator was completely removed to avoid outcry from the Federation and other factions but it’s framework remained intact in the revised designs.  Several of it’s weapons and other systems were removed.  The revised design was indeed successful but never gained any footing in the Romulan Empire due to the success of the Tavara class and it’s past connections with Shinzon.  Before it was discarded however, Tomalak managed to have a small number of the vessels constructed.  This class of vessel is more of an unofficial symbol of the Romulan Star Empire.  It is often referred to as a Specter in the night that rains death and destruction upon those who challenge the Praetor directly.

Only 1 Scimitar would be build able by the Tomalak avatar.

-General Toreth (Commander Toreth in TNG)
appearances:
TNG:
"Face of the Enemy"

After being deceived by a Romulan and Vulcan conspiracy in 2369 (TNG: "Face of the Enemy), Toreth was punished and she was watched under close scrutiny by both the Tal Shiar and the Romulan Star Empire as a whole.  Fortunately for Toreth, she managed to persevere until the Dominion war began.  Due to her low status, Toreth was quickly assigned to one of the first fleets to confront the Dominion near the beginning of the war.  The fleet itself was quickly overwhelmed and it’s General was killed.  With the fleet in disarray, Toreth forcefully took charge and reorganized the Romulan forces.  The battle ended with a Romulan victory but losses were high due to Toreth’s ruthless and aggressive strategies.  With this major victory, Toreth was promoted to General and was told to keep the fleet she was commanding for the duration of the war.

Her career during the Dominion war was basically a reflection of her first battle.  All of her battles were violent, bloody, and ended in major losses for both sides.  Toreth strongly believed in the idea that the ends justify the means which was reflected in her command.  She made the hard decisions that many other Romulans would not make.   Many Romulans disliked her style of command (among them Tomalak), and saw her as dangerous.  Nevertheless, Toreth’s actions produced positive results and she kept command of her fleet during the duration of the Dominion War.

Surprisingly enough, Toreth objected to the idea of using Remans as cannon fodder during the Dominion war.  Even though it would make her ruthless strategies easier to justify, she recognized that giving the Reman’s such a role in the war would be giving them too much power.  Toreth was a highly conservative Romulan thinker who believed in power over deception and that the Romulans did not need the help of any other races to exist.  In the end, she grudgingly has to accept this change and uses a great deal of Reman soldiers during the Dominion war.

Toreth’s suspicions were proven when she encountered Shinzon.  Originally placed under Toreth’s command, Shinzon won a string of decisive victories with Reman forces alone, quickly making a name for himself.  Toreth then came to the realization that Shinzon was a human which further strengthened her hatred of using non Romulan soldiers.  Shinzon was eventually given command of his own Reman force, which Toreth outright objected to, but was quickly hushed by the Romulan military.

Due to her previous stance on Shinzon, it makes sense that Toreth would openly oppose the Reman coup in 2379.  Like Tomalak however, Toreth was forced to flee from Shinzon’s forces and ended up playing a game of cat and mouse in the more dangerous regions of Romulan space.  She only returned to Romulus after Tomalak’s triumphant attack on the Reman rebels after Shinzon’s death.  Toreth gladly took part in the uprooting of Shinzon’s sympathizers after this event.

Now, Toreth is still a General with a rather interesting position in the Romulan Star Empire.  Officially she is a major Romulan conservative who tries to preserve the founding ideals of the Romulan Star Empire.  Due to this, she outright disagrees with the Ciadan alliance and fears that this action could weaken the Romulans.  There are also rumors that she is involved with a secret war against the Tal Shiar.  There is no real proof of this however but she does have the intent (The Tal Shiar were responsible for the death of her father).

Gameplay: Due to Toreth’s hatred against the Tal Shiar, her avatar gameplay is a far more traditional then the other Romulan avatars.  Combat over hiding, numbers over deceit, Overwhelming odds instead of opportunistic methods, Toreth rallies the overwhelming force of the Romulan Star Empire and brings it down with devastating force on her enemies regardless of the allied losses.  She hates the Tal Shiar with a passion and due to this, her gameplay would be radically different.

Tomolek looks inspired by the Titan novels.

If there was a revised Scimitar (some may say that's the Tavara) i'd say give it Scorpion fighters to make it unique.

Toreth could be an interesting avatar (remove the Tal'Shiar completely) but gameplay wise it needs some work.

I have never read the Tital novels but I was aware that Tomalak became Pro Consul during the novels.  I decided that Tomalak should appear as a Pro Consul for a few reasons as a Fleet Ops avatar.  The first being that our 2 current avatars are both generals and the second being that they are both from the Tal Shiar.  Tomalak would have the military connections due to previously being a general but he would also have a major role in the Romulan government.

Scorpion fighters would be an interesting idea for the revised version of the Scimitar.  Plus it would help differentiate it more from the Tavara.

Yeah i'm still working on a general gameplay idea for both of these avatars.  The reason I picked Toreth was mainly because of her hatred towards the Tal Shiar.  I think that having an avatar that was not with the Tal Shiar but also completely opposed to it’s existence would be an interesting development for both gameplay and for the overall story of Fleet Ops.  My problem with Toreth though is finding something to replace the hole that removing Tal Shiar stations and units would make.

Thanks. Hopefully i'll have a better idea for these 2 avatars gameplay styles at a later date.

maybe the scimitar could be repurposed as an attacking carrier launching scorpions. so it has more weapons than fighters, ie only deploys 3 fighters, compared to other races deploying more. but does more dps itself. it could be an additional warbird, perhaps with roughly the stats of a cehlaer

No bad idea... however I think becuase of the many weapons and the carrier-cap being on 5 usually, the carrier-scimitar could have half the offense/defense/system of a Tavara with upgrades.

I think a Scimitar would replace the Tavara for that avatar. That way it could easily be even stronger(than a non upgraded Tavara) and outfitted with (weak) Fighters. You'd have a battle ship with torp and pulse armament but capped to 1. Perhaps its range could be reduced to short, giving it a slight disadvantage towards Tavara. There is no short ranged warbird yet, the Reman technology would be the explanation for that unusual weapons design.

interesting, the opposite of what i was going for, but equally valid. the scimitar was fast and didnt bombard the ent e from afar, it did clever manoeuvres in close. could support short weapons range.

Considering the ship was practically a super-Cube with a very cocky captain, I wouldn't be surprised if it could do just as well at any range and only used short to show-off.

Why is the Scimitar discussed, anyway? As far as I know, it being only a map unit hasn't changed yet.

we were discussing the idea of a new avatar using an upgraded (not better, weaker cos it costs a lot less, so maybe downgraded :P) scimitar as a fighter carrier with more guns than the usual carrier but less fighter power.

i wanted it to be more like the cehlaer in stats and have a cap of about 5. cortez has the idea of it being tavara like, but capped at 1. that avatar could probably not make the tavara.
