Resource Tribute

I just played a game with a computer ally (medium) and he lost his mining facilitlies.
He didn't rebuild them so I thought that his resources were drained, but I couldn't give him anything.
Is this a bug or can't you give resources to an computer ally (or an other player).
If this is meant then why?

as far as i know you can't give resources or units to an AI player in armada2. you should be able to transfer them - except supply - to any human player in multiplayer games

I have see this too after that my AI friend was dead
