Motivation

One issue I perceive with the Feds is that it's hard to counter them.

Example: they see you are borg and double yard queue up loads of Intrepids, so you make a Dodecahedron, so they see this after the first/second Intrepid and switch to double yard Monsoons, making your Dodecahedron useless.

For non-Borg races the problem is less severe. For Romulans it is sort of severe as their tech tree is static. For Dominion, switching ships usually requires a new prototype. For Klingons, it can sometimes require a new yard.

But for Feds it is effortless to switch between the two ships that nearly always do well, Monsoons and Intrepids. They have the choice of doing Chassis Level 2 for more Antares stuff, making an Eraudi yard for Excel 2 without the need for a chassis research, or going warpins.

Making Monsoons not require chassis 1 would be ridiculous, making Intreps require chassis 2 would be equally silly.

The Suggestion

I suggest splitting Fed tech up into a subdivision of Chassis Level Researches.

So chassis research would cost slightly less, and the new researches would bring the costs up to about what they are now.

The researches are based on the idea that doing a chassis level gives you the ability to make larger ships and warp drives in general, giving you the expertise to make larger ships, but you wouldn't get the blueprints for the ships you want to build. The 3 new researches give you the blueprints.

The idea is that it splits the Monsoon and Intrepid apart, so that you can't switch between the two as easily. Making spamming truly counterable as you would need the time and resources to get the new blueprints. But if you decide not to spam, then you have done the blueprints research already and you wouldn't have a fleet that is easy to counter as it's not a spam.

Request Starfleet Intelligence (SFI) Blueprints: Grants you the ability to make the Monsoon and Defiant. Sisko may have designed the Defiant at Utopia Planetia, but maybe SFI took over the designs as they are so powerful and similar to the Monsoon.

Request Utopia Planetia Blueprints: Grants you the Intrepid and Akira. We saw these two ships being built there. They are pretty standard ships, and should be the responsibility of Utopia Planetia.

Request San Francisco Fleet Yards Blueprints: Grants you the Sovereign. Big ships were made at these yards, like the Enterprises. Maybe if this would never get used, the Sovereign could get merged into the Utopia Planetia blueprints research.

Support ships would be granted as they are now, by building Starfleet Science, as it is their thing and we can argue that building a science station connects you to the Starfleet Science division and gets you the blueprints. No need for a research, it's not really as if support ship spam isn't really that useful.

Avatar specific ships would not require a research as the Admiral in question already has the blueprints.

The main reason for this is to split the Intrepid and Monsoon up so that players can't switch between them as easily.

So the cost of doing chassis 1 and doing either SFI blueprints OR Utopia Planetia blueprints would be just about what it costs to do chassis 1 alone now. Chassis 1 should make up say 75% of the combined costs, and the blueprints research the rest of the cost.

Maybe the blueprints research could be done by the shipyard, so that if you want to switch between designs you have a minute without ship production from that yard.

To be clear, you will need BOTH the chassis level and blueprints to build. So an Akira would need chassis 2 and Utopia Planetia blueprints. So chassis 2 would have to cost a bit less. This would open up Nova class early strats as well. As Novae are avatar ships, Mayson players start with Nova blueprints and would only need chassis 2 to make them. I have never seen anybody complain about Nova spam though, so it hopefully wouldn't become OP.

I'm not sure about Avalon rush, under this proposal it would still require the cheaper chassis 2, and an Eraudi yard, which I think places it just out of reach.

EDIT: butchered a couple typos.

That's a good idea, I like it.
I'd however suggest one thing; per chassis there's one shiptype you do not need the blueprint-research for.

Chassis 1: Gives access to the Monsoon and offers the Intrepid-blueprint research.
Chassis 2: Mayson: Gives access to the Nova and offers the blueprint-research for Akira and Remore.
Risner: Gives access to the Akira and offers the blueprint-research for Remore and Avalon.

...you get the idea. one basic shipline is added by chassis and additional (situational) ones by researching blueprints.

The classes included in the chassis coul easily be reworked for the fed redo lateron to make blueprints more situational and less static.

The only thing I'm concerned about here is, that it has unignorable similarities to the prototypes of the Dominion.

yeah the 1 ship "research" is too similar to dominion thats why i had researches for multiple ships.

i think with the chassis 1 thing, that if mons were cheaper than intreps then everyone would spam mons, which is bad because that is boring and hard to beat. and intrep spam would still be a problem since once you start intrep spam you can easily switch to mons.
