Remodulate Shields

Perhaps as a replacement to "Galaxy Spaceframe Adjustments" (or ... as a split of the ability... or as a separate ability):

Give a ship a "Remodulate Shields" ability - this ability would allow to ship to randomly (on button press) select -24% damage vs short/medium/long ranged vessels (this could instead be beam/pulse/torpedo... or randomly included)

that ability should be on any ship with shields and since the only ones that dont use shields are the borg it makes the borg weaker    counter argument would be only feds like intreped/galaxy or other ships in TNG/ds9 that changed shield modulation  (which is a fair few not the mention stuff behind the seens for the roms and klinks i mean using 1 shield modulation for every ship u have kinda makes shields useless once someone finds it out (generations for example)

also it may very well need a replace weapon toggle on each of the ships with the ability im not sure the devs want every ship in the game to have a replace weapon script as it would me a *ship damaged in fleet remod shields auto targets sommit else  next  remods etcetcetcetcetcetcetc  u can see what might happen in MP games......

Well newer starfleet vessels like the sovereign supposedly have an auto-modulated shield system though I've got no canon info to confirm it.

For me personally I love the sovereign but she has really very little use and justification to tech to. So I'm all for pitching ideas to get her a little more attention. In general this is a defensive special which fits with the Feds philosophy. :)

Please give the Sovereign a reason to be built, I mean yea its good if they are spamming short range ships but its to expensive to be cost effective, but an ability to make it good against maybe two types of ship ranges

The Sovereign is a great ship. Some days ago I had a game were they were the only reason my team lost, because nothing could kill them. I don't know if their passive is broken too, but even if not the special of sovereign can immobilize whole fleets and prevent them from escaping, while getting down even an escaping sovereign is very hard due to 360 firing arc of her quantum torpedoes. That makes her a lot better than the E2.
It has been drought up several times, that Sovereign and Negh'Var have a similar problem of not being used due to ships that can do their job to some extent. Nevertheless, E2s and Vor'chas are fine, but Sovereign and Negh'Var are much better. You could also ask why build a Tavara if you can make a Norexan? Why build a Dreadnought although there is V-13?
Those ships are simply matchwinners.

just remembered that the Stock A2 borg dimond had the remod shields special for another vessel (not itself) that made it undamageable for like 10 seconds i think  so i guess its possible to change the perameters slightly to add to certain ships but still nothing early or mid game thats for sure  and only newer vessels (like the sov/remore defiant)  and hell no to the E2 getting it

If shield re-modulation is not common practice by the time of fleet-ops, then I think any and all non-borg races would be in big trouble...

Shield re-modulation should be a standard feature, not a special at this point. Probably automatic systems as Njm1983 suggested.
