Reballance upgrade tech?

The races in FO are balanced by the determining factor of ship production rate, strength, survivability or stealth. This is a really beautiful thing to see since even today's games aren't implement such a procedure a lot.
The problem however is that the tech with such items is roughly the same. All races have equivalent upgrades for shields and weapons and some for engines. Although it is not necessary for it to be any different but why not spice it up?
The feds are natural survivors - why not give them 3 shield upgrades and 1 hull upgrade, no weps?
Dominion is spammy - why not invest in production rate increase and discount instead of upgrading the existing ones?
Klingons are tough-hulled - give them def. value upg. instead of shield, keep the weapons, maybe add one more lvl...
The romulans have expensive ships that need to survive to win - Give them system value upgrades and shields.
I believe that it should create some focus on how these races were meant to build. What needs to be done now is to determine the scale of these upgrades in order not to imbalance the game itself.
Imagine a late game: A troll of dominion ships against a duranium wall of feddies which aren't cannon at all anymore but thrive in this really long painstaking battle which does not show any signs of ending because you get those seriously tough to kill ships but also have a hard time dishing out any real damage.
Klingons swooping in, making a mess of the place, always on fire and exploding but never really quite dying - Somewhat tanky, like the feds and can hold their own in a battle but with not much shield strength so quite prone to system failure and hull damage which is not easy to repair due to the thick hulls. Then you have Romulans: Quite expensive somewhat strong ships but can't hold their own in even numbered fights and after those shields fail they are in trouble; but put the Romulans out of a fight for a short while and their shields get back up and they're ready to go again.
Like I said, the magnitude of the proposed upgrades would be determined to an extent so that the game balance wouldn't collapse. What do you say? Does my proposal make sense?

We are actually currently in the process of completely redoing the upgrade system to be unique as possible among RTS games
. On the whole, we've decided to move away from these universal upgrades which don't reflect the importance of diverse fleets, just mass. Some sort of universal boost to weapons or sensors or shields is rather boring to use and doesn't reflect the uniqueness of each ship nor does it really offer a choice to the player to customize his or her units. More on that in a newspost coming to you soon!

Well it seems great minds DO think alike... JOKE, hehehe that is so narcisistic of me!
Hopefully you will move in the direction I proposed... I would really bring out the actual nature of ST races... tough nutshell sissy-like feds, even more spammy dominion, bloodthirsty klingons and the sneaky sneaky hit hard and run fast roms!

the stem of a bike isn't connected to the tyre. putting a stem bolt in the tyre would be counterintuitive.

Ah, i thought you were refering to the spokes in some way.. oh well.. "self sealing Spoke bolts" is what i had pictured
