Random Research (Romulans?)

Just an idea (for uniqueness): Random research at the Upgrade Facility (weapons/shields/sensors).

Or random special ability research. Might be interesting if grouped in groups of 3 special abilities (i.e. "Research a Tier 1 Special" - Tooltip: This research has will return one of the following abilities, A,B or C.
"Research a Tier 2 Special" - Tooltip: This research has will return one of the following abilities, X, Y or Z. 

Pressing the Tier 1 Research button a 2nd time would result in one of the two remaining items to be researched, etc.

It would be kinda cool if this was how Feds did their research, as it would make them the 'random' race (aka fits with warp-in). However, this has (to me) a distinctive Romulan feel to it.


(Additionally, one could make the research a cost over time as opposed to an all upfront cost)

Is it possible programming wise to make a research cost-overtime? I'm guessing it would just use the recycler code. But we don't want it to turn into supreme commander (everything cost over time and the economy is more complicated than today's).

Like the special weapon idea, it's awesome :)

Maybe we can have it called "Researcher's choice", and the research it chooses would be researched for 25% less of the cost than it'd normally be. This of course can help in early game because so many resources is put into research for the rommies.
