A few days ago, me and Tempest were discussing how hard it is to tech up to Vutpa (the only reliable mobile cloak detect Klingons have.) One of the ideas suggested by Tempest, was to make the Ordnance depot available without needing the Armory, so that fast Vutpa can become possible if Vutpa's Armory requirement is also removed.
Such a techup would not give access to Vorcha immediately, so it would be a decision between Vutpa and Vorcha rather than currently just the fast Vorcha with Vutpa always being a late-game thing.
The main reason I want this is so that Klingons dont have to rely on B'rels (50% fail rate+first ship to die is very bad for a cloak detect you're relying on) and stationary cloak detect all the way into late game.
Of course some will say "but the Klingons need to be uniquely bad at cloak detect", to which I say that this change would most likely not give them vutpa refits with seeking missiles fast enuff to give them good cloak detect before midgame. Roms and Feds would still be ahead in cloak detect.
Others may say "the Klingons will lose their uniquely mostly linear tech tree", to which I say that they still would need to do the yards in order, and thus retain a mostly linear techtree.
And of course Dominus or someone else might say that the Vutpa being that early would be OP. I think a medium sized ship with ADAI or SSEC should be able to counter the Vutpa rather well (Spectres also, assuming that Vutpa missiles are counted as torps.) What non-Borg (Borg could counter with their faster ships or torp modules, Vutpa weaker than Vorcha on Borg probably) faction doesn't have access to those?
Of course, it's possible the Klingon redo will come by 3.1.4 and make this idea obsolete. In that case, I just hope the Vutpa is somehow made available as part of a starting strategy, unless Klingon cloak detect gets a lot better.
EDIT: forgot Vutpa has Armory listed as a requirement.
That's actually something that Mal and myself have asked Optec on several occasions. I'd really like to see that too (for 4 patches now) 
. The only thing it changes is the Vutpa' being earlier sooner, which is cool
