(old) Priority ... also as a research cost

The old Borg priority system was replaced with CC's in order to make the Borg specific resource more relevant in the late game. There was a thread this week about how CC's can become 'irrelevant' (have so much that they out strip resources) in the late game as well.

Anyways, it got me thinking about the old priority system and how that if research for Borg actually subtracted from the priority pool, it would have helped keep the priority resource relevant. (lore "in order to concentrate on new technology, the Borg collective needs to deprioritize military activity in this sector" - 1st research = -1 priority, 2nd research = -10 priority, 3rd research = -25 priority, 4th... etc. with the cost of research growing at a reasonable exponential rate. The Borg would conceivably be able to research all of their research options)

Just posting because it's a fun idea and in case it triggers any other novel ideas.
