We've talked about this before but not officially asked for it to my knowledge. Let me make this perfectly clear:
1. It WAS build by the Remans at some hidden Reman shipyard.
2. It DOES use all Romulan weapons and parts.
3. It IS possible for the Romulans (Tal shiar most likely) to take the plans and scientists who built the Scimitar after the coup d’état and force them to make more of these ships with some revisions.
Weapons:
Now that we have that out of the way and explained why we could find these in Fleet Ops mod, lets see how we can make it fit in. Weapons should be something like 20x2 Beam Disruptors reload 4 seconds, 5 damage rapid fire Pulse Disruptor reload 1 second and 20x2 damage Plasma Torpedos reload 4 seconds. Weapons should be medium range and shielding should be around 2 1/2 times that of a Sovern or Decent class like 500. It should cost around 3,500 Dilithium and 2,000 Tritanium and cost 5-10 Credits. Crew maybe 1500 and it should replace the Tavara when you use the Tal Shiar Avatar. This ship cannot fire while Cloaked unless you get a Cloak generator.
Special weapons:
I can think of 3 that we can debate on which to use:
1. The Theyleron Emitter, cost 50 special energy but wipe out all the crew on a ship of your choice. Can be used while cloaked but thats debatable if you also use my special Cloak below.
2. Scorpian Shuttle Attack (or something). Have 4 Scorpian shuttles dealing 2 damage with a bluish Beam Disruptor, 2 second reload time and these pop out and attack random targets. These ships should be targetable but have no crew because they can't be taken over (basically a moving defense platform). 15 hull and 15 shields. It could cost 50 Dilithium and 50 Tritanium they are buildable on the Scimitar and put them in que (think thats correct) during long battles, so some are always out, but will return to their home ships docking bay once the fighting is over. This is much like the Protoss carrier in Starcraft.
(Scorpian Attack Shuttle)
3. A Cloaking device. Not any Cloaking device mind you, one not detectable by tachyon scanners. The fun thing about this is I can only think of one way to stop this ship, I'll show you below. You guys can come up with ways to see it, maybe you have to get right next to tachyon sensors in order to see it.
Now anything I've said about ANY weapons can be changed radically, so don't think my stats are anywhere near where they should be. I'm not sure which special weapons would be the best so I listed a few.
Almost everything about this ship is debatable but it makes sense for the Romulans to construct more seeing how they damaged Enterprise and their own craft. I do know that everything except for possibly the Scorpian Shuttles Attack is possible, since Shuttles fly around stations I don't see why they can't fly around a ship, just not sure about their weapons and if they can fire any. I think this would be a nice addition to the Beta 4 or if you need an idea for the Romulans Tal Shiar Avatar for Beta 3. Please try to answer everything you can Optec the first time, no disrespect intended.

Ok I also got a second smaller request which I know is possible. I have figured one way for at least 1 race to find the Scimitar. The Federation Sovern class could be fitted with a second special weapon. When you hit a Special Weapon button, 8 Phasers fires around your ship in a pattern of 1 north, 1 northeast, 1 east, etc, and if there are any Cloaked ships around it the Phaser will hit it, dealing 5-10 damage and causing it to Decloak for lets say 5 seconds. Now there is something similar on the Rhien class Phaser Refit except it fires 5 beam Disruptors doing 4 damage to Cloak and non-Cloak ships. This should be called the Anit-Cloak Phaser and use about 25-75 Energy.
Now I'm not sure if the Phasers not actually hitting anything when fired is possible but just pushing the button, and seeing no Phasers come out would mean there are no cloaked ships around if my first idea isnt possible. Another differance to the Rhien class is that this wepaon can't be used on non-Cloaked ships. This also is debatable and may not work but the Anti-Cloak Phaser is possible in some form. Please try to answer this also Optec.
Sorry for the Extremely long post but again trying to get my point accross with as many facts and information as possible. REMEMBER, all this is debatable and can be radically altered as the Fleet Ops team sees fit.

wow, much information on the scimitar 
but i don't think the pride romulan empire would build a reman ship. the tavara is hte counterpart of the scimitar.
but the scimitar will be available within some special feature for beta4.. let's call it "neutral hero" which every player can hire.. and it will be - in some wy - more powerful then the tavara and have more special abilities

If I was the leader of the Romulans, saw a weapon more powerful then my own, made from my own parts and could easily get my hand on the plans, I'd be pumpin those out faster then the barrels of Romulan Ale.
But just no pleasing you Optec, I slave over a hot computer for you all day with few goals met in the end. Hey I am happy to a degree that it's going to be put in, I really am. But what am I missing, why don't any requests work out just the way you and I want them to? Is there some conspiracy working against me and this mod? Did the government tell you to say that? They know I know too much?
One more thing, could you PLEASE answer everything I post, please. I'll give you caaaaannnnndyyyyy

well the scimitar is a discussed question and i truly don't beleave the romulans would build it as a regular vessel.. the remans are a slave race for the romulans..
if you get the image i always disagree with you then i'm sorry.. it wasn't ment to look like this
well about the posting.. i'm less then 2 weeks before my a-levels and therefore i'm very busy to organize booth school and FleetOps.. i can't answer to ever post at the moment.. but i promise you, as soon as my a-levels are done i will be back here for you
