I really think that observers should atleast be able to chat.(with everyone, the limited ability to chat only with all players would deter cheating because if you did, everyone would know
)
I have observed games, and its fun, but it really sucks not being able to comment on battles and such.
Also, players might have the ability to kick the observer if he did cheat.
Just as a precaution...

Well, the kicking part might be hard since its a feature thats not already in the game, but I'm almost certain that you could give them limited chat. Infact, since you can't ally with anyone as a observer, then there would be no need for a limited chat because all the players would either be an enemy or ally.

i totally agree with this, chatting as observer would be good. as long as all messages went to all players.
maybe ally chat for observers could talk only to other observers. so observers could discuess the battle without the players hearing.
also how about if a player disconnects then an observer can take over their armada?

Your last idea is cool. It could be added in the section where it asks eliminate or AI takeover.
the reason I don't like the first idea is because if there is only one observer, it doesn't fix the problem. And, seriously, how often is there more than one observer?
Anyways, While observing, I would like to be able to input, comment, and maybe even chat with the players. My problem is that I like to observe some of my mod testers play the mod and judge for myself how it is going, however, if an issue arizes, or the players can't understand a feature, I have no way of talking to them. 
Anyway, its not an important issue, but It would definitely be a nice feature.

I see games with multi observers all the time. I think all of these ideas should be used for a new topic; they're great! *cough* (looks to adm)

as i understand your intention as thus: observers can chat, but when they send a message, all players can receive it. this stops observers helping particular players.

Exactly. And as a precaution, if this is even possible, Players should have the ability to vote to kick an observer out of the game, in the event that he(I think its safe to assume it will be a he since there are little to no female players here) does cheat.

how could an observer cheat if the method i detailed in my post was suggested?
they could detail fleet movements, but all the players would hear and the player with the weakness would alter their plans. and of course nobody would ever play with the observer again.

Ugh, well, let me explain...
When I said I didn't like his first Idea, I was refering to the underlined one in this quote. It is his first idea
This is clearly his First Idea. The one which is not a re-statement of my idea. However I did not quite realize he ment it to be another option for observers to only talk to observers. I thought he meant that observers should only be able to chat with each other no matter what. That is why I protested.
